Meet the JPS Foundation Board of Directors

Mayor Laura Wheat  Mayor Laura Wheat, Chair
Laura is currently serving in her third term as Mayor of the Town of Westlake. She has been active in a wide variety of charitable organizations across the Metroplex, ranging from the Gladney Center for Adoption to the Dallas Chapter of the American Red Cross. Laura graduated Summa Cum Laude from Ohio University and earned her law degree at University of Maryland Law School.
Rev. Ralph Emerson, Jr.  Rev. Ralph Emerson, Jr. – JPS Health Network Board of Managers Liason
Ralph is the Senior Pastor at Rising Star Baptist Church in Fort Worth. His past experience includes serving as director of parks and recreation departments of Fort Worth and Compton, CA. He also currently serves as a Texas Healthcare Trustee.
J. Charles Powell  J. Charles Powell – JPS Health Network Board of Managers Liason
Charlie has 30 years of financial services industry experience and has served as President and Chief Executive Officer of the Bank of Texas since 1999. He has degrees from UT Austin and SMU and is active in a wide range of community organizations including the Rotary Club, Boy Scouts of America and the Make-a-Wish foundation.
Bob Herchert  Bob Herchert
A former Fort Worth City Manager, Bob has worked at Freese and Nichols since 1990 – first, as president and CEO, then as Chairman. Bob has been involved in numerous civic activities during his time in Fort Worth, including serving as Chair of the Fort Worth Chamber of Commerce, The North Texas Commission and the Texas Association of Business. Bob received both his B.A. and M.P.A. degrees from the University of Kansas.
James R. Jackson  James R. Jackson
James has more than 30 years’ experience at MillerCoors in Fort Worth, where he’s currently the Brewery Vice President. He has degrees from both Johnson C. Smith University and the Medical University of South Carolina at Charleston. He has previously served as a member of the Ft. Worth Chamber of Commerce, Foundation Board Member of the University of North Texas Health Science Center and Jubilee Theatre Board of Directors.
John Murphey  John Murphey
John spent more than 40 years working at Bell Helicopter Textron and related companies, eventually working his way up to President, then Chairman and Chief Operating Officer. After retirement from Bell in 2004, John became CEO of AgustaWestland’s US operations. Before his career at Bell, John served in Vietnam with the 87th Infantry, and then went on to earn degrees from Texas Wesleyan University and TCU.
Richard A. Russack  Richard A. Russack
Richard has more than 40 years of corporate communications, marketing and foundation experience, and spent more than 16 years at Burlington Northern Santa Fe, serving part of the time as head of the BNSF Foundation. Currently he’s on the Board of Trustees of the Fort Worth Museum of Science and History and is also a member of the Board of Visitors of the Amon Carter Museum, as well as TCU’s AddRan College of Humanities and Social Sciences.
Todd Truitt  Todd Truitt
Todd joined the Luther King Capital Management investment staff in 2001, where he is a Chartered Financial Analyst and Co-Portfolio Manager for one of the firm’s mutual funds. As a 1999 TCU finance graduate, Todd volunteers as the alumni chapter advisor to his Delta Tau Delta fraternity and also mentors students enrolled in the M.J. Neeley School of Business.
Judge Glen Whitley  Judge Glen Whitley
Tarrant County Judge Glen Whitley presides over the Tarrant County Commissioners Court. He earned a degree from the University of Texas at Arlington and served in the U.S. Naval Reserve. In 1983, he co-founded the accounting firm Whitley Penn with offices now in Fort Worth, Dallas and Houston. He was elected a Tarrant County Commissioner in 1996 and Tarrant County Judge in 2006.
